Education Support · Residence Permit Guide
Your student residence permit, explained properly.
If you're studying in Türkiye for more than three months, a residence permit (ikamet) isn't optional — it's what keeps your stay legal. Here's exactly what the e-ikamet process involves, the documents you'll be asked for, current fees, and what to do once the card is in your hand. Last checked September 2026.
Everything covered in this guide.
Fees and exact document requests are reviewed every year, so treat this as a solid working guide and let us confirm the live details whenever we file for you.
Who actually needs one — and the rule people miss.
Any international student enrolled in a Turkish academic programme lasting three months or longer needs a student residence permit, regardless of nationality or the city you're studying in. It's what keeps you legally resident once your entry visa or visa-exempt period runs out.
The detail that catches people out: you must have entered Türkiye on a passport, with a visa stamp or under a visa exemption. If you entered using only a national identity card, you won't be able to apply for a student residence permit on that entry, and will usually need to sort out your travel document status first. Two groups sit slightly outside the normal process: special-, open- and distance-education students generally aren't covered by the standard student permit route, and language-course (TÖMER-type) students are treated differently for fee purposes — both are covered further down.
The deadline that matters most
The online pre-application has to go in before your current visa or visa-exempt stay expires. Applying late doesn't just cost more — it can mean an administrative fine on top of the permit fees, so treat the expiry date on your passport stamp as the real deadline, not your first day of class.
The application, in four stages.
You handle the first two stages yourself online; the third is a short visit to the Migration Office; the fourth is handing in your file. Open a stage below for exactly what it involves.
Step 1 · Gather your documents
These cover first-time, renewal and transfer applications alike, and it helps to gather them in this order — a few can only be finished once Step 2 is done, marked with an asterisk (*).
- Declaration form, two copies*
- Printout of your online application*
- Four biometric photos, ICAO standard, taken within the last six months
- Passport copies — ID page, entry stamp/visa, and any earlier permit pages
- Copy of your previous residence permit, if you had one
- Student enrolment verification, in Turkish
- Address document — see which one applies to you below
- Valid health insurance covering the full permit period
- Card fee payment receipt (≈ ₺964 in 2026)*
- Dormitory residence certificate from the university's housing office
- Notarised rental contract
- A recent utility bill showing the address
- Title deed (tapu) copy
- A recent utility bill
- Notarised undertaking (taahhütname), signed with the host present
A few special cases:
- Under 18, and in Türkiye without a student visa — extra consent and guardianship documents apply
- Applying after your permit has already expired — you can submit an explanation together with your application
- Previously enrolled at a Turkish university — extra prior-enrolment documents may be requested
The Migration Office can always ask for extra or revised documents depending on your case — missing paperwork is the single biggest cause of delay.
Step 2 · Submit your online application
File your pre-application at e-ikamet.goc.gov.tr before your visa, visa-exempt stay, or current card expires. Renewals can be filed up to 60 days before expiry. Once it's submitted, you're legally resident while it's evaluated — even if your visa or old card expires in the meantime — so keep the confirmation somewhere safe.
Document submission is normally expected within about a week of finishing this step, so don't file the online form until the rest of your paperwork is genuinely ready.
Step 3 · Biometrics at the Migration Office
First-time applicants, and most renewals and transfers, need a short in-person visit to have fingerprints and a photo taken. Bring your printed application form and your passport.
Step 4 · Submit your file
Hand in the complete set — including anything that could only be finished after Step 2 — by the deadline. An incomplete file is generally turned away outright, so it's worth checking everything against the list in Step 1 before you go.
While you wait, and once you're approved
Tracking your application is your own responsibility — check e-ikamet regularly rather than waiting to be contacted. You can travel while it's still processing, carrying your passport, entry stamp and application confirmation, though it's simplest to avoid international travel until the card is actually in hand where that's possible.
Fees in 2026.
Government fees are reviewed every year and can change with little notice, so treat these as a guide — check the current schedule on the Presidency of Migration Management site, or let us confirm the live rate whenever we file for a client.
| Who | Residence permit tax (harç) | Card fee |
|---|---|---|
| Degree-seeking students at a Turkish university | Exempt | ≈ ₺964 (2026) |
| TÖMER / language-course and non-degree students | Standard rate applies | ≈ ₺964 (2026) |
On top of the government fees, budget for notary costs (rental contract or undertaking), translation of any foreign-language documents, and your health insurance premium — these vary by provider and city.
After you get your card.
- Note your foreigner ID number (it starts with 99) and photograph both sides of the card — useful as backup ID on your phone.
- Carry it alongside your passport when travelling or during ID checks; it doesn't replace your passport at the border.
- Get your e-Devlet password at any PTT branch, with your passport, card and a Turkish mobile number — a small fee, and it opens up your official records online.
- Mark your renewal date. Most people start the extension application around two months before expiry.
- If the card is lost or stolen, get a police report first, then take it with your passport to the Migration Office to request a replacement.
Address registration, changing permit type & family.
Registering your address
Getting the card isn't the end of it — Turkish law separately requires you to register your current address with the Migration Office once you hold a residence permit. Don't assume the housing document you submitted with your application already covers this. What you bring depends on your situation: a dormitory residence certificate, a notarised rental contract plus a utility bill, a title deed plus a utility bill if you own the place, or a notarised undertaking if you're staying with someone. Book the appointment through e-Devlet, choosing your district's Migration Office, then attend with your residence permit card, passport and the relevant housing document.
Switching between touristic and student permits
Arrived on a touristic permit, then enrolled? You can usually convert to a student permit once you're registered at your university — start the online application after enrolment and prepare the same documents as a first-time student application. Withdrawing, or switching to a touristic permit instead? Apply before you formally withdraw. This becomes an individual application rather than one linked to your university, approval is discretionary, and both the application and card fees are payable again, with no guarantee it's approved.
Bringing family members
Spouses and children can be granted a family residence permit tied to your student status. You'll need translated and notarised marriage and birth certificates for each dependent. Spouses need to attend the appointment in person; children generally don't need to be present.
Frequently asked questions.
What if my permit expires while my application is still being processed?
As long as you applied before the expiry date, your application receipt and appointment confirmation show you're in the process — keep that document on you. It's a good reason not to leave the application until the last week.
Can I travel while I'm waiting for my card?
You can carry your passport, entry stamp and application documents, but where possible it's simpler to avoid international travel until the card is issued — a pending application can complicate re-entry.
What happens to my residence permit when I graduate?
It's cancelled from your graduation date. If you're staying on for work or further study, you'll generally need to apply for a different permit type, and it's worth starting that process before your student permit lapses.
Do I need a Turkish tax number for this?
Not for the residence permit application itself, but you'll likely be asked for one anyway for health insurance, opening a bank account, or address registration. It's a five-minute job at any tax office with your passport.
What if I'm transferring from another university?
You'll need an updated student certificate from your new university and, depending on timing, may need to update or reapply for your permit under the new enrolment. Start as soon as your transfer is confirmed rather than waiting for term to begin.
Can MyTurkBuddy handle this for me?
Yes. We prepare the file, book the appointment, come with you where that's useful, track the application, and handle the address registration and renewal reminders afterwards — so the only thing on your calendar is the appointment itself.
Want us to just run this for you?
Tell us your university, your move-in date and your current visa status, and we'll tell you exactly what's needed and what it costs before anything starts.
The services behind this guide.
Same team, same file. Most students start with one of these and come back for the next.
This guide summarises the general rules published by Türkiye's Presidency of Migration Management and by university international offices, as of September 2026, so you know what to expect before you start. It isn't legal advice, and individual Migration Offices can ask for extra documents or apply rules slightly differently. Always check the live requirements on the official e-ikamet system or with your Provincial Directorate of Migration Management, and get in touch with us if anything here doesn't match what you're being asked for.
